Health Care Access Continuity (PASS)
The law allows for the fight against exclusions through the implementation of Universal Health Coverage (CMU). This has enabled hospitals to strengthen their ability to address the healthcare access challenges faced by patients in precarious situations, through the establishment of the Health Care Access Continuity (PASS).
At the University Hospital Center (CHU), it is integrated into the Adult Emergency Reception Service (SAU) at the Gabriel-Montpied site, where two social workers are available to assist patients and their families with their administrative processes from Monday to Friday.
The Social Service
The social service assistants are available to patients to inform, advise, and guide them (ensuring optimal discharge conditions), as well as to support and assist them with their administrative procedures.
They can be consulted for issues related to family, social, or professional matters. The healthcare supervisor is also available to listen to the patient.
Reception and Care Unit for Deaf People (UASS)
Deaf or hard-of-hearing individuals have access to a dedicated unit: the Reception and Care Unit for Deaf People. It is located on the ground floor of Building A in the psychiatry department.
Its mission is to provide high-quality care to these patients and to adapt their care paths, with the presence of professional sign language interpreters. Administrative formalities are directly handled by the UASS.

The medical team is organized around a head of department, assisted by several doctors and interns. You will also meet students training at the CHU (externs) as part of our university missions.
Upon your arrival, you will be welcomed by a member of the care team. The paramedical team is led by a healthcare manager, who is your primary point of contact, and includes:
-
State-certified nurses (IDE),
-
Specialized nurses (in anesthesia or operating rooms) and nursing assistants (As),
-
Hospital service agents (AsH) are also part of the teams to ensure cleaning of the premises.
In the pediatrics and maternity departments, care is also provided by midwives, pediatric nurses, and childcare assistants (AP). Specialized professionals may also intervene, such as advanced practice nurses (IPA), physiotherapists, occupational therapists, psychologists, dietitians, speech therapists, orthoptists, specialized educators, and social workers.
You can identify healthcare professionals by their uniforms marked with their name and role or by badges for easy identification.
The medical team conducts daily rounds with patients. If you wish to meet a doctor outside of these rounds, you can contact the care team or the department’s secretary, who will forward the request.

The nursing supervisor in the department where you are hospitalized can provide you with information on all possible procedures within the institution.
Hospitalization costs include:
-
The daily service rate,
-
The daily hospital fee, which constitutes your minimum legal contribution to the hotel expenses,
-
Possible room supplements for a special regime,
-
The private practice activity of a hospital doctor if covered under private practice.
If you are covered by social insurance:
The accommodation costs are covered 80% by the health insurance funds.
The portion not covered by Social Security is called the "Co-payment." This amount remains your responsibility or that of your supplementary insurance (mutual insurance, private insurance, complementary CMU).
Some accommodation costs will be fully covered (100%), such as for Long-Term Illness (ALD), maternity, work-related accidents (AT), etc.
If you are not covered by social insurance:
You will be responsible for the entire accommodation cost, based on a daily service rate set by the type of hospitalization (full or partial), for which a summary table is available at the admissions desk and below. A deposit will be required upon your admission, unless you are covered by insurance or a private organization.

The daily fee
It represents a minimum contribution to the hotel expenses that you are responsible for each day of hospitalization. Typically, health insurance providers cover the daily fee, which amounts to €20 per day.
Private rooms
When planning your stay or upon arrival at the University Hospital (CHU), you may request to be placed in a private room, subject to availability in the department. The CHU of Clermont-Ferrand offers private rooms at its three locations: Gabriel-Montpied Site, Estaing Site, and Louise-Michel Site.
As per regulations, this comfort service incurs an additional daily charge in all public or private healthcare establishments. Indeed, the increase in the number of private rooms results in additional operating costs, particularly for maintenance and energy. The daily supplement amount is set by the Board of Directors and implemented by the CHU Management.
Starting January 1, 2025, the daily charges for a private room are set at the following amounts:
-
€67 for one day and one night
-
€29 for day hospital
Most complementary health insurances cover this supplement fully or partially.
The CHU of Clermont-Ferrand will bill these costs to your supplementary health insurance based on the contract you’ve subscribed to and the coverage provided, after obtaining your consent.
Any difference in cost, if applicable, will be sent to you.
Therefore, it is your responsibility to check with your health insurance provider for the coverage details of this supplement.
The exceptions to this charge apply to patients who benefit from:
-
Universal Health Coverage (C.M.U.)
-
State Medical Aid (A.M.E.)
-
Solidarity Health Complementary (C2S)
Transport costs
A prior medical prescription is required for any reimbursement, and it must be issued before your journey. Please note that if the distance exceeds 150 km or in the case of multiple transports, prior approval is required.
These costs may be partially or fully covered by your health insurance, supplementary insurance, or repatriation insurance.
Remote Payment
The CHU provides access to a remote payment system via credit card on the internet (24/7) to settle medical fees or any other outstanding debts to the CHU, in a secure environment, without the need to travel.
As mentioned on your payment notice (below the amount due), you can pay your bill by visiting the website https://www.payfip.gouv.fr/tpa/accueilportail.web.
For amounts under €1500, you can also make a remote payment by credit card by calling the CHU Treasury at 04 73 29 48 60.
Private Practice of Doctors in Hospital Settings
Healthcare practitioners working in public health institutions are allowed to engage in private practice within the facility where they are assigned (Articles L 6154-1 to L 6154-6 of the Public Health Code). They can carry out part of their work in the private sector, within their department of practice. If you wish to be treated in the private sector by a practitioner, you must make a request to the doctor and obtain their consent.
Before any act or consultation in the private sector, you must be provided with all necessary information regarding the applicable rules due to your choice: the fees for the services rendered, any potential additional costs, and the conditions for reimbursement by the Health Insurance system.
In the case of hospitalization, if you wish to be treated in the private sector, this option must be requested in writing as soon as you are admitted, after you have been informed of the specific conditions that apply to your choice.
The fees charged, including any additional costs, must be clearly displayed in the waiting room or, if not possible, in the practitioner's place of private practice. The practitioner is also required to set their fees with tact and moderation. Patients choosing private practice are responsible for paying the practitioner directly, or through the hospital's treasury for the payment of the fees.
