Hospital Medical Committee

The CME (Medical Commission) is a representative body for the doctors of the University Hospital (CHU) that meets at least four times a year. The members of this commission are elected for four years by all the doctors, surgeons, odontologists, and pharmacists of the CHU.

Responsibilities

The CME is consulted on the hospital's medical project, the establishment project, modifications to the public service missions assigned to the establishment, the internal regulations, investment programs concerning medical equipment, the founding agreement of CHUs, the continuing professional development plan for medical, obstetrical, dental, and pharmaceutical professions, the terms of the incentive policy, and the social report.

The CME is informed about the initial forecast of income and expenditure (EPRD) and its modifications, the financial statement and the allocation of results, the multi-annual objectives and resources contract, the annual activity report, the department contracts, the policy for recruiting medical staff, the organization of student and intern training, and the list of positions the hospital wishes to offer them, the nursing care project, the rehabilitation and medico-technical project, and the internal organization of the establishment.

The CME contributes to the development of the policy for continuous improvement of quality and patient safety: overall and coordinated risk management aimed at combating healthcare-associated infections, the policy on medication and sterile medical devices, and pain management.

It contributes to the development of projects regarding the reception and care of patients, including reflection on the ethics related to patient reception and care, the evaluation of patient care, particularly for emergencies and unplanned admissions, the implementation of the palliative care policy, and the functioning of the on-call services.

The CME proposes to the General Director the action plan for improving the quality and safety of care, as well as the reception and care conditions for patients (in relation to the CSIRMT and the Commission for Relations with Users and Quality of Care - CRUQ). This program takes into account the improvements made following the analysis of adverse events.

Composition

Members with voting rights:

  • All department heads

  • Elected representatives of the responsible leaders of the internal structures of the hospital

  • Elected representatives of the hospital’s permanent staff

  • Elected representatives of temporary or non-permanent staff, contractual staff, or those practicing privately within the hospital

  • An elected representative of midwives

  • Representatives of interns

  • Elected representatives of teaching and hospital staff

Members with advisory voting rights:

  • The President of the Management Board

  • The President of the CSIRMT

  • A representative from the Technical Committee of the Establishment (CTE)

  • The referring physician of the Department of Medical Information (DIM)

  • An infection control doctor

  • Deans of the Faculties of Medicine, Pharmacy, and Dentistry

  • A representative of hospital pharmacists

 

The President of the CME

The President is elected by their peers from among the permanent teaching and hospital staff. They can only be re-elected once. The President of the CME plays an important role in the hospital’s management in collaboration with the General Director.

They work with the General Director to develop the medical project, ensure its implementation, and present an annual report on it. They coordinate the medical policy of the establishment.

The President contributes to the dissemination and evaluation of best medical practices, ensures the coordination of patient care, promotes medical research and therapeutic innovation, coordinates the development of the continuing professional development plan for medical staff, and presents an annual report on the implementation of the hospital’s medical policy to the Management Board and the Supervisory Board.

The President of the CME of the CHU of Clermont-Ferrand is Professor Isabelle BARTHELEMY, University Professor-Hospital Practitioner in the Maxillofacial Surgery Department, elected on June 7, 2021, for four years.

The Vice-President of the CME of the CHU of Clermont-Ferrand is Dr. Julien RACONNAT, Hospital Practitioner, Head of the Emergency Department.

The CME meets 8 to 9 times a year.
